Out of those two, I'd get the Samsung DualView.
The Samsung MV800 looks more like a phone than a camera, also, the picture quality may not be as good as the DualView. Also, with having a touch-screen, the film on the screen won't look as good when you're taking pictures (colors, etc), and you'll have fingerprints on the screen you'll always have to wipe off. If you're not using it as a actual photography camera, and just as a point-and-shoot, it might not matter as much.
